Parameters:

lambda - arrival rate

mu - service rate

alphaRate - rate of the setup phase

alphaScv - squared coefficient of variation of the setup phase

betaRate - rate of the delay-off phase

betaScv - squared coefficient of variation of the delay-off phase

Returns:

the mean queue length
